Make the honey syrup: In a small saucepan over medium heat add the honey and water. Bring to a gentle simmer over medium heat and stir until the honey and water are fully combined and homogenous, about 2 minutes. Remove from the heat and let cool for 5 minutes. Store leftover honey syrup in an airtight container in the refrigerator for up to 1 month.

Make the cocktail: Fill a cocktail shaker with ice. Add the bourbon, lemon juice, and 1/2 ounce of honey syrup. Cover and shake vigorously until very cold, about 15 seconds.

Strain, garnish, and serve cocktail: Strain into an ice-filled rocks glass and garnish with a lemon twist, if desired.
