1. Stage
Add ½ cup root beer to a small saucepan and sprinkle gelatin over top. Let sit for 5 minutes to bloom.

Place saucepan over medium heat and bring mixture to a boil, constantly whisking until gelatin is dissolved. Turn off heat, add vodka and remaining 1 cup root beer, and whisk to combine.

Fill 10 plastic shot glasses with mixture. Refrigerate until set, about 2 hours.
