1. Stage

Make the cookies: Bake sugar cookies according to the package's instructions. Roll into 1 1/2" balls and place about an inch apart on a parchment-lined baking sheet. Do not flatten the dough balls; you want them to be light and fluffy, like shortcake.

Make the whipped cream: Combine sugar and whipping cream in a large mixing bowl. Use an electric mixer to whip to stiff peaks, 2 to 3 minutes. (You can make this up to 10 hours ahead of time.)
