Combine the onions, carrots, celery, basil leaves, bay leaves, garlic, peppercorns, parsley, and water in an 8-quart pot. Cover and bring to a boil. Reduce the heat and simmer 25 minutes.

Pour the stock through a large strainer into a large bowl or pot. Discard the solids.
