In another large bowl, stir together flour, baking powder, baking soda, and salt. Add dry ingredients to wet ingredients and beat just until combined. Fold in chocolate chips.

Divide frosting into three medium bowls (you’ll need about half for the red; a quarter each for blue and white). Dye one bowl red, one bowl blue, and keep the third white.
6 . Stage
Pipe buttercream: Transfer white frosting to a piping bag fitted with a small open star tip. Using a star cookie cutter as a guide, pipe dots to form a star in the middle of the cookie cake.
7 . Stage
Transfer blue frosting to a piping bag fitted with a small open star tip. Pipe dots to form a circle around the star, filling in the triangles of the star as well.
8 . Stage
Transfer red frosting to a piping bag fitted with a medium open star tip. Pipe small dots to form 2 red frosting circles around the blue, then pipe 2 circles of white around the red. Finish with 3 circles of red around the white.
