In a saucepan, bring the vinegar mixture, sugar, onion, garlic, mustard seeds, bay leaves, cloves, peppercorns, thyme, and oregano to a boil. In a large pot of boiling salted water, cook the beets until crisp-tender, about 10 minutes.
