4. All-purpose flour - 6 tablespoons
5. Milk - 3 cups

1. Stage

Pour water into a medium pot and bring to a boil; add onions and cook until tender. Drain in a colander, reserving cooking liquid; set onions aside.

Melt butter in a saucepan over medium heat; whisk in flour to make a paste. Stir milk into reserved cooking water; add milk mixture slowly to the saucepan, stirring constantly, and cook until thickened. Season with salt and pepper; stir in onions and transfer to a serving dish.
