Preheat oven to 350° and grease a 9"-by-4" loaf pan with cooking spray. In a small pot over medium heat, bring apple cider to a boil. Continue to boil, stirring occasionally, until reduced to 3/4 cup, 12 to 15 minutes. Let cool.

In a medium bowl, whisk flour, baking powder, cinnamon, nutmeg, and salt.

In a large bowl, whisk butter, brown sugar, and granulated sugar. Add egg and whisk until combined. Add reduced apple cider and vanilla and whisk until combined. Add half of dry ingredients and whisk until just a few dry streaks remain. Add milk and whisk until just combined, then add remaining dry ingredients and whisk until just combined. Pour into prepared pan and smooth top.

Bake cake until a tester inserted into the center comes out with just a few moist crumbs attached, 55 to 60 minutes. Let cool 15 minutes, then invert onto a wire rack.

On a large plate, mix granulated sugar and cinnamon.
