6. Powdered sugar, divided - 1 ½ cups
7. Instant vanilla pudding mix (such as Jell-O®) - 2 (3.4 ounce) packages
8. Whole milk - 3 cups
9. Vanilla extract - 2 teaspoons
10. Heavy whipping cream - 1 cup
11. Cream of tartar - ¼ teaspoon

Beat softened butter and cream cheese at medium speed with a stand mixer, fitted with the paddle attachment, until creamy, 1 to 2 minutes. Gradually add 1 1/4 cups powdered sugar and beat until very creamy and thoroughly combined, about 1 minute. Dotdash Meredith Food Studios

Beat heavy cream and cream of tartar in a medium bowl with an electric mixer at medium speed until foamy, about 2 minutes; gradually add remaining 1/4 cup powdered sugar and beat on medium-high until medium-stiff peaks form, about 5 to 6 minutes.
