7. Whole wheat flour 2 cups
8. Quick-cooking oatmeal ¼ cup
9. Nonfat plain yogurt 1 ½ cups
10. Milk, or more as needed (Optional) 1 teaspoon

1 . Stage

Preheat the oven to 375 degrees F (190 degrees C).

Lightly grease a baking sheet.

Mix all-purpose flour, sugar, baking powder, baking soda, and salt in a bowl.

Cut butter into flour mixture with a pastry blender or 2 knives until the mixture forms fine crumbs.
