Heat the oil in a 6-quart pot over medium-high heat for 1 minute. Add the kielbasa and onion and sauté until the onion begins to brown, about 6 minutes. Add the stock, potato, celery, vinegar, thyme, and lemon pepper.

Cover and bring to a boil. Reduce the heat and simmer until the vegetables are tender, about 15 minutes. Taste and season with salt if needed. Top each serving with red peppers.
