Preheat oven to 400 degrees F (200 degrees C). Line a baking sheet with parchment paper.

Mix flour, ground oats, sugar, baking powder, and salt together in a large bowl. Grate in frozen butter and toss to combine. Stir in walnuts. Make a well in the center of the mixture.
