1. Potatoes, peeled and quartered - 5 pounds
2. Butter - ¼ cup
3. Garlic, minced - 6 cloves
4. Low-fat milk - 2 cups
5. Freshly grated Parmesan cheese - 1 cup
6. Chopped fresh parsley - ¼ cup
7. Sea salt - 1 teaspoon
8. Ground black pepper - ½ teaspoon

1. Stage

Place potatoes into a large pot and cover with salted water; bring to a boil. Reduce heat to medium-low and simmer until tender, 20 to 25 minutes.
