1. Stage
Preheat oven to 350° and line 2 large baking sheets with parchment. In a medium bowl, whisk together flour, cocoa powder, baking powder, baking soda, and salt.

In a large bowl using a hand mixer, beat butter and sugar together until light and fluffy. Add eggs, one at a time, beating well after each addition, then add red food coloring and vanilla.

In a small bowl, combine black cocoa powder and white sanding sugar.

Roll about 1 tablespoon of dough into a ball, then roll in black cocoa powder. Repeat with remaining dough.

Place dough on prepared baking sheets, about 1” apart. Bake until cookies have flattened and set in the middle, 10 to 12 minutes. Let cool on trays for 5 minutes, then transfer to a wire cooling rack to cool completely.
