1. 10-12 hard boiled eggs *, peeled and chopped -
2. 1/3 cup mayonnaise -
3. 2 teaspoons Dijon mustard -
4. 1/2 cup fennel, chopped (about 1/2 of one large bulb) -
5. 1/2 cup red bell pepper, chopped -
6. 1/2 cup green onions, chopped, including the greens -
7. 1/4 cup, packed, fresh tarragon leaves, chopped -
8. 2 teaspoons cider vinegar -
9. Salt and pepper to taste -
