1. Whole wheat flour 3 cups
2. White sugar ½ cup
3. Baking powder 5 teaspoons
4. Salt ½ teaspoon
5. Ground cinnamon 1 teaspoon
6. Butter, cubed and chilled 12 tablespoons
7. Half-and-half 1 cup
8. Egg, beaten 1
9. Blueberries 1 cup
10. Rolled oats ½ cup
11. Raw sugar, or to taste 2 tablespoons

1 . Stage

Preheat the oven to 400 degrees F (200 degrees C). Lightly grease a baking sheet.

Whisk flour, sugar, baking powder, salt, and cinnamon together in a bowl. Cut in butter cubes with a pastry cutter or 2 knives.
