7. Salt - 1 teaspoon
8. Cabbage, finely shredded - 1 head
9. Onion, minced - 1 small
10. Carrot, shredded and chopped - 1

1. Stage

Whisk mayonnaise, low-fat milk, white vinegar, apple cider vinegar, lemon juice, sugar, and salt together in a bowl and allow dressing to stand while preparing vegetables, about 20 minutes.
